June 15, 2009 -- IT'S no secret "Real Housewives of New York City" star Jill Zarin and Ramona Singer aren't crazy about each other, and the tension was visible the other day at a surprise birthday luncheon for Miami beauty Carol Press at bistro Chat Noir on East 66th Street.
